Eric Chou established HTC Project Controls in 1997 to facilitate the sales of the Schedule Comparison software (HTC-NetComp) for P3^® developed fully by himself while he was full-time employed. In 2003, he started his own independent consulting practice in Los Angeles, California, and incorporated HTC Project Controls, Inc. serving clients primarily in Southern California area.

He received his Master of Engineering degree in Civil Engineering from Texas A&M University in 1990 and is a California Licensed Professional Engineer in Civil Engineering with over 20 years work experience in Project Controls for the projects of hospitals, wastewater treatment plants, hotels, airports, schools, civil work, commercial & industrial buildings and tenant improvements.
